PURPOSE: A vegetation mat including a biodegradation rate controlling member, and a seedling raising structure using thereof are provided to protect the growth of plants from the structure of the vegetation mat. CONSTITUTION: A vegetation mat(10) including a biodegradation rate controlling member comprises the following: a base member(21) formed with a biodegradable material; a mat unit(20) with a cover member(22) formed with the biodegradable material, combined to the upper side of the base member using a connection unit(24) for forming a filling space on the upper side of the base member; a vegetation member(30) filling the filling space, and including the biodegradation rate controlling member; and seeds inserted into the vegetation member. The vegetation member is formed with vegetation soil.
