PURPOSE: A system for not charging a call and a method thereof are provided to register a phone number of a counterpart person who is not charged for a call and charge a call receiving person when the registered person originates a call. CONSTITUTION: A determination unit(564) determines whether a first terminal is a pre-registered non charging target by a second terminal which receives a call. The first terminal originates a call. When the first terminal is the pre-registered non charging target, a charging unit(565) charges a call charge to the second terminal. The charging unit does not charge a call of the first terminal.
