A method and device for initiating cell measurements. The method includes: pre-setting initiating conditions for initiating measurement of closed subscriber group (CSG) cells and/or Hybrid cells; when the initiating conditions are satisfied, measurement of the CSG cells and/or Hybrid cells is initiated by a user equipment (UE). The UE automatically initiates the measurement of the CSG cells and/or Hybrid cells when the UE is close to its own footprint area or fingerprint area. By using the present invention, even if the signal quality of a serving cell is sufficient, the UE can initiate measurement of CSG cells or Hybrid cells and handover to CSG cells or Hybrid cells, reducing macro cell load.
