PURPOSE: A metal surface treatment solution and a method for manufacturing a chrome-free hot-rolled galvanized sheet iron using the same are provided to enhance the corrosion resistance, low-temperature curability, and crosslinking acceleration property of a steel plate by adding Ti(Titanium)-alkoxide. CONSTITUTION: A metal surface treatment solution comprises an epoxy silane coupling agent of 9-13wt.%, an amino silane coupling agent of 5-9wt.%, a vanadium compound of 0.5-1wt.%, phosphoric acid of 0.5-1wt.%, organic acid of 0.5-1wt.%, Ti-alkoxide of 0.1-10wt.%, a chelating agent of 0.1-2wt.%, a calcium phosphate compound of 0.1-5wt.%, colloidal silica of 0.2-10wt.%, an amine-based compound of 1-5wt.%, a surface additive of 40-400ppm, a first phosphate compound of 0.1-5wt.%, a second phosphate compound of 0.2-10wt.%, and a solvent of the remaining amount.
