PURPOSE: An apparatus for nondestructively detecting bulk dielectric constant and kind of materials, a method thereof, and an antenna for the same are provided to enable nondestructive inspection of arbitrary medium. CONSTITUTION: A non-destructive detecting apparatus comprises a transmitter(110), a transmission antenna(120), a receiver(130), and a receiving antenna(140). The transmitter generates impulse signal for measuring the mass relative dielectric constant of a medium. The transmission antenna transmits created impulse signals. The receiving antenna receives impulse signal reflected to the medium. The receiver induces the polynomial for obtaining the mass relative dielectric constant of the medium based on a peak value of the received impulse signal. The mass relative dielectric constant of the medium is measured based on the induced polynomial.
