PURPOSE: A pipe cover device for heat insulation and sound absorption is provided to maintain an adiabatic state while fluid sensitive to temperature change or fluid of high or low temperatures are transferred because a pipe cover is used for a wide temperature range from ultra-low temperatures to high temperatures by using a dual heat insulating layer. CONSTITUTION: A pipe cover device(10) for heat insulation and sound absorption comprises one or more insulation layer(110,210,130,230), one or more sound absorbing layers(150,250), and outer jackets(170,270). The insulation layers cover a pipe(P). The insulation layers are composed of aerogels. The sound absorbing layers cover each insulation layer. The outer jackets cover the sound absorbing layers.
