PURPOSE: An apparatus for improving fly ash is provided to reduce energy cost thereby being environment friendly. CONSTITUTION: An apparatus for improving fly ash comprises a hopper(100) for fly ash granular material of which average particle diameter is 15.0-25.0 micron, and the ratio of unburned carbon content is 5.0-10.0 weight%; a vertical shaft(105) installed in the hopper along the center line of a bottom raw material discharging outlet(116); a rotating vane(106) installed in the vertical shaft for preventing dead stock; a raw material supplying device(108) connected to the bottom of the hopper for fly ash granular material capable of discharging raw material from the hopper downwardly; and the downward outlet of the raw material supplying device inserted inside the upward opening of a biaxial screw part(204) for mixing and returning the raw material with constant gap.
