The device has an injecting device injecting a substance i.e. gas such as ammonia, into an effluent stream. A distribution device distributes the substance in the effluent stream. Multiple nozzles are arranged over a cross-section of the effluent stream. Multiple flaps (8) are arranged behind the nozzles along effluent stream direction (I) for producing turbulences in the effluent stream. The flaps are arranged transverse to the effluent stream and inclined to the effluent stream. An interior flap (11) is arranged between the nozzles and the flaps.
