A parameter estimation device comprises: an input signal detecting means (3) for detecting the input signals to a target system (1) which can be represented by an equivalent circuit model (5A) including at least an integral element (COCV); an output signal detecting means (2) for detecting the output signals from the target system (1); an output differentiating means (4) for differentiating the output signals to output the differentiated output signals; a changed equivalent circuit model (5B) obtained by changing the elements of the equivalent circuit model (5A) into non-integral elements in such a manner that the output during the input of the input signals becomes the differentiated output signals; and an element parameter estimating means (5) for inputting the differentiated output signals and the input signals to the changed equivalent circuit model (5B) and estimating, from these signals, the parameters corresponding to the elements of the changed equivalent circuit model (5B) on the basis of the model.
