<P>PROBLEM TO BE SOLVED: To improve tolerance to data errors. <P>SOLUTION: Based on LDPC codes, an LDPC encoder 115 performs coding with a 4320-bit code length and one of four types of coding rates 1/2, 7/12, 2/3 and 3/4. A check matrix H for the LDPC codes is constituted by disposing each element of "1" in an information matrix, defined by a check matrix initial value table that represents at every 72 columns the positions of "1" elements in the information matrix, corresponding to an information length according to the code length and the coding rate, in the period of every 72 columns in the column direction of the check matrix H. The check matrix initial value table is for use for digital broadcast to mobile terminals, for example.
