<P>PROBLEM TO BE SOLVED: To attach a door cock device capable of manually opening and closing a door provided on a railway vehicle to the railway vehicle by a simple constitution and a small number of working man-hours. <P>SOLUTION: A lock device 300 is fixed to piping 110 along the longitudinal direction of the piping 110, and a lock pin 310 provided on the lock device 300 is engaged with an engagement portion 206 provided at an end 202 in the longitudinal direction of a handle 200, so that the rotation of the handle 200 in an inappropriate state is restricted.
