<P>PROBLEM TO BE SOLVED: To obtain a cooling device of an internal combustion engine that has excellent control responsiveness, contributes to improvement of the fuel consumption rate of an engine by setting a target cooling water temperature with which the engine drive efficiency is optimized, and controls overheat and knocking when anomaly occurs. <P>SOLUTION: The cooling device of an internal combustion engine includes a cooling water temperature detecting unit configured to detect the temperature of cooling water, and a cooling water temperature control device including a unit configured to calculate an engine output from the rotating speed and the output torque of a water-cooled engine, a unit configured to calculate a target cooling water temperature based on the engine output, and a unit configured to smooth the temporal change in the target cooling water temperature.
