This fuel cell system comprises: a fuel cell (2); a hydrogen generating apparatus (3) provided with a combustor (3e) that burns at least one of a starting material and fuel gas with air and exhausts combusted exhaust gas, a reformer (3a) that is heated by the heat of the combusted exhaust gas and generates reformed gas containing hydrogen from water and a starting material by a reforming reaction, and a carbon monoxide reducing unit that is at least heated by the heat from the reformed gas, reduces the carbon dioxide in the reformed gas and generates fuel gas; an air supply unit (17) that supplies air to an oxidizing agent gas flow path (2b) for the fuel cell (2) via an air passage (18); a cooling air pathway (19) that branches from the air passage (18), is disposed at the periphery of the carbon monoxide reducing unit so as to have heat exchange with part of the air supplied by the carbon monoxide reducing unit and air supply unit (17), and is connected to at least one of the oxidizing agent gas flow path (2b), combustor (3e), and carbon monoxide reducing unit.
