<P>PROBLEM TO BE SOLVED: To provide a snow fall and snow accumulation-compatible non-power supply solar tracking device for a photovoltaic power generation device that faces the direction of the sun approximately without a drive power supply for tracking the direction of the sun. <P>SOLUTION: At the start of tracking the sun in the morning, a solar cell panel is directed to the direction of the sun (east direction) by man power, a hand, an electrically-driven hydraulic cylinder, etc., to set it at a solar tracking start state.
