<P>PROBLEM TO BE SOLVED: To shorten a delay time from the time of instructing a transmitter to start reproduction to the time of displaying a video on a receiver, in accordance with the situation of the receiver and the using tendency of a user. <P>SOLUTION: In a video transmitter 1, a transcoder 16 transcodes an input video stream and records the video stream on a recording medium 14. A control unit 12 obtains, from a video receiver 3, bit rate information at the time of starting the reproduction and the number of times of occurrences of operation instruction from the user.
