The counter electrode is plate-shaped and extends across the width of the conveying path of the flat product. The coupling electrode of one cover layer of the flat product is displaced relative to the coupling electrode, which is associated with the other cover layer. The displacement of the cover layers associated coupling electrodes respectively corresponds to at least a distance occupied by one of the respective cover layer associated counter electrode. Each coupling electrode of a side opposite to the respective coupling electrode of the flat product, which axially parallel to the aligned pressure roller acts on the flat product. At least one coupling electrode is associated to disposed pressure roller on its opposite side of the flat product, whose axis of rotation is aligned in the same normal plane for conveying path of the flat product as the rotational axis of the respective coupling electrode.
