<P>PROBLEM TO BE SOLVED: To generate images to be an appropriate hue in a scene in which stroboscopic light is emitted. <P>SOLUTION: A first WB correction value corresponding to the stroboscopic light is calculated for image signals stored in a memory 102 first, and a second WB correction value corresponding to external light is calculated next. Then, image development is performed using the first WB correction value to generate developed image signals Yuv1 and image development is performed using the second WB correction value to generate developed image signals Yuv2. Next, luminance values of respective blocks of the image when the stroboscopic light is emitted and the image before the light emission, that are stored in the memory 102, are calculated, and a combination ratio is calculated on the basis of the luminance values.
