<P>PROBLEM TO BE SOLVED: To provide an energy management system and an energy management method capable of absorbing and reducing a surplus power at power generation with natural energy in a community, and further capable of reducing at least one of electricity rate and usage of system power in heat storage operation by reflecting efficiency drop at the time of starting. <P>SOLUTION: A community EMS2 includes a consumer 1 equipped with at least one of a PV facility 1a and an electric water heater 1b, and controls the electric water heater 1b of a community 10 with which a system power is supplied to the consumer 1 from a power system 100. It includes a surplus power predicting part for predicting a surplus power of the PV facility 1a, and a local production/local consumption planning part which generates a heat storage operation pattern of the electric water heater 1b so as to utilize the surplus power and the system power.
