When the frame region of an organic EL panel is narrowed, the strength of adhesive bonding for a substrate and sealing substrate can be sufficiently assured, and excellent sealing properties can be maintained. An organic EL panel (1) is provided with: a substrate (10); a light emitting section (11) provided with organic EL devices (11A) formed on the substrate (10); and a sealing substrate (20) that adheres to the substrate (10) to seal the light emitting section (11). The sealing substrate (20) is provided with an indented part (22) that accommodates the light emitting section (11) and a support part (23) that has an adhering surface (23A) that is formed along the periphery of the indented part (22) and faces the substrate (10). In the light emitting section (11), a plurality light emitting units (11U) formed from one or a plurality of organic EL devices (11A) is disposed with a space (L) therebetween, and the peripheral edges of the indented parts (22) correspond to the locations of the spaces (L). Protruding parts (22P) partially protrude on the light emitting section (11) side.
