PROBLEM TO BE SOLVED: To stably hold a curing resin, a curing agent and a curing accelerator on a base particle in a predetermined blending ratio.

SOLUTION: A functional particle group 130 is obtained by a step of pulverizing a solid raw material containing one or more components selected from the group consisting of a curing resin (A), a curing agent (B) and a curing accelerator (C) to obtain a pulverized material, and a step of mixing an inorganic particle 111 and the pulverized material to mechanically composite the mixture to thereby form a layer containing the component(s) on the inorganic particle 111. In the functional particle group 130, one or two components of the curing resin (A), the curing agent (B) and the curing accelerator (C) are contained in a first layer 113, and the other component(s) is contained in a second layer 123.
