<P>PROBLEM TO BE SOLVED: To improve adhesiveness between an emulsion (tack coat) and a surface layer. <P>SOLUTION: An emulsion spraying device 10 includes: an emulsion spraying section 11 which sprays emulsion on a construction surface before spreading of an asphalt mixture; a decomposer supply section 12 which supplies a decomposer to the emulsion sprayed by the emulsion spraying section 11; and a moisture removing portion 13 which removes moisture produced after the decomposer is supplied by the decomposer supply section 12.
