PROBLEM TO BE SOLVED: To reduce power consumption of servers performing parallel processing.

SOLUTION: An operation management device 1010 comprises: a load history holding unit 1112 for holding a history of the total access number for an information processing device composed of a plurality of servers connected via a network; a load estimation unit 1134 for estimating the total access number occurring in the future by referring to the load history holding unit 1112; a state setting unit 1140 for setting at least one of the servers in a power saving state when the total access number estimated by the load estimation unit 1134 is less than an access threshold value; and an index calculation unit 100 for calculating indexes indicating operation conditions of the plurality of servers. The state setting unit 1140 selects servers to set in the power saving state based on the indexes calculated by the index calculation unit 100.
