<P>PROBLEM TO BE SOLVED: To provide a technique for accurately measuring an electrical property of a liquid sample by preventing influence of chemical reaction and interface polarization of the liquid sample at a contact surface with an electrode from exerting to a measurement result. <P>SOLUTION: A sample cartridge 2 for measuring the electrical property of the liquid sample is formed in a cylindrical body with an insulating material. The liquid sample can be held in an area configured with surfaces of electrodes 11 and 12 which are inserted in an inner space of the cylindrical body respectively from both openings of the cylindrical body and the surface of the inner space.
