<P>PROBLEM TO BE SOLVED: To provide a highly damping rubber composition having a high vibration damping characteristic in a wide temperature region, and having a small compression set and low cost. <P>SOLUTION: This highly damping rubber composition contains 100 pts. wt epichlorohydrin rubber (A), 50-280 pts. wt ethylene-propylene-diene rubber (B), and a 2-20 pts. wt vibration characteristic improver (C) comprising a resin whose softening point is 70-110°C and whose number average molecular weight is 200-2,000.
