<P>PROBLEM TO BE SOLVED: To provide a charged particle generating device that suppresses voltage drop of the surroundings due to the generation of the discharge, a charging device, and an image forming apparatus. <P>SOLUTION: A resistive layer 74 is constituted of a resistor 102 and an insulator 104. The resistor 102 and the insulator 104 are arranged to extend from a conductive substrate 72 to a discharge area 84 side in a laminating direction.
