PROBLEM TO BE SOLVED: To provide a TC and a TC modem capable of identifying the location of an error that occurs between the TC and a control station or between TCs.

SOLUTION: A remote monitor control device according to an embodiment of the invention comprises: diagnostic signal generation means 14 for generating a diagnostic signal based on the reception arithmetic signal received from arithmetic means 3 via an arithmetic part IF8; diagnostic signal level detection means 17 for detecting a diagnostic signal level indicating the level of the diagnostic signal generated by the diagnostic signal generation means 14; and reception level detection means 18 for detecting a diagnostic signal level indicating the level of the receiving signal received from a connection destination TC.
