<P>PROBLEM TO BE SOLVED: To provide a loading apparatus which generates small sound and can set a rotating load as desired. <P>SOLUTION: A loading apparatus includes a rotator 3 connected to a rotary machine 2, a housing 4 for housing the rotator 3, fluid 5 filled in the housing 4 and frictional force changing means for changing a rotating load to be applied to the rotary machine 2 by changing frictional force between the fluid 5 and the rotator 3. The rotator 3 has a plurality of rotary disks 52 that coaxially and integrally rotate.
