<P>PROBLEM TO BE SOLVED: To provide a winding core 2 which is excellent in durability, has a proper coefficient of friction between the winding core and an object to be wound and can be easily manufactured. <P>SOLUTION: The winding core 2 comprises an inner layer 4 and an outer layer 6. The inner layer 4 is tubular. The outer layer 6 is tubular, too. The outer layer 6 is laminated on the surface of the inner layer 4. The inner layer 4 is made of a polymer composition. Base polymer of the polymer composition comprises primarily a thermoplastic resin. The outer layer 6 is made of a polymer composition. Base polymer of the polymer composition is a thermoplastic elastomer. Particularly preferable thermoplastic elastomer is an polyolefin-based thermoplastic elastomer. The surface of the outer layer 6 has a tackiness. A mat is wound around the winding core 2. The outer layer 6 is formed with a material which does not allow a chemical contained in the mat to migrate to the outer layer 6.
