PURPOSE: A manufacturing method of a vinyl chloride-based resin is provided to reduce the content of residue initiator by using an initiator with high effectiveness, and to stably maintain excessive reaction heat to be below heat control limit, thereby manufacturing a vinyl chloride-based resin polymer with excellent thermal stability and productivity. CONSTITUTION: A manufacturing method of a vinyl chloride-based resin uses an active controller with controlling input time and amount, and various polymerization initiators which are different per polymerization temperature. The residual concentration of the polymerization initiator is 10 parts by weight or less on the basis of 100.0 parts by weight of the resin. The active controller is one or more kinds selected from a compound having free nitroxyl radical, organic hydroperoxide, oxime, ethylene-based unsaturated organic compound, and an unstable hydrocarbon compound.
