PURPOSE: A lighting member is provided to reduce UGR(Unified Glare Rating) by using a partition layer and a collection layer. CONSTITUTION: A lighting member for reducing UGR includes a partition layer(120) and a collection layer(130). The partition layer is formed on the lower side of a diffusion layer and forms an air gap(40). The collection layer is formed under the partition layer and collects light passing through the air gap. The air gap is formed by patterning the diffusion layer and the collection layer.
