PURPOSE: A composition is provided to have excellent cost efficiency, thereby using for moisturizer, age resist product, anti acne material, etc. CONSTITUTION: A composition comprises silicon water in oil emulsifier, amino-functional silicon rubber containing 3 weight% or less of nitrogen based on total weight of the amino-functional silicon rubber, hydrophobic agent, a non-silicon first emulsifier, and water. The silicon water in oil emulsifier comprises non-crosslinked diethicone copolyol. The amino-functional silicon rubber comprises rubber selected from a group consisting of aminoalkyldimethicone, morpholine-modified polydimethylsiloxane, diethanolamine-modified polydimethylsiloxane and blending thereof.
