PURPOSE: An electric heating panel and a temperature controlling method thereof are provided to improve heating efficiency by surface-heating through a heating film with short temperature rise time. CONSTITUTION: A floor material prevents moisture from a surface. An insulating material prevent heat from being discharged to the outside from a heating panel(100) and minimize the inflow of heat from the outside. The heating film is made of carbon materials and generates heat with electrical conductivity. A heat storage material stores heat from the heating film. A power connector which is electrically connected to the heating film is inserted into a connector insertion groove(160).
