PURPOSE: A film heater and a manufacturing method thereof are provided to prevent the delamination phenomenon of an insulating film and a lifted shape of a heating line and the insulating film in use by completely bonding the heating line and the insulating film through taping. CONSTITUTION: A film heater comprises a first insulating film(10), a second insulating film(20), a third insulating film, a heating line(40), a wire(50), and an insulating tape(60). The first to third insulating films are made of a thermoplastic resin having excellent heat resistance and flexibility. The second and third insulating films are formed to be wider and larger than the first insulating film to steadily cover up and protect the first insulating film and the heating line. The first to third insulating films have an electrical insulation function, a function of supporting and preventing an arrangement pattern of the heating line, and the function of preventing moisture or foreign materials from inflowing to the inside. The wire is used to supply power to the heating line. The insulating tape winds around an outer side surface of the second and third insulating films.
