摘要 <P>PROBLEM TO BE SOLVED: To provide a powder material for an electrode which has high oxygen reduction decomposition activity when used as a cathode and has high resistance to CO poisoning when used as an anode, and a manufacturing method for the powder material and a polymer fuel cell. <P>SOLUTION: A powder material 11 for an electrode comprises nano particles 14 each having a core-shell structure including a core portion 12 formed of Pt and a shell portion 13 formed of metal oxide of Ce or Zr so as to cover the core portion 12, and fine particles 15 formed of conductive carbon. The composition formula of the powder material 11 for the electrode is X&times;Pt/Y&times;metal oxide/Z&times;conductive carbon, and the mole ratio (Y/X) is 0.001 or more and 0.2 or less, the mole ratio (Y/Z) is 0.0001 or more and 0.15 or less, the metal oxide is amorphous or partially crystalline, and Ce or Zr is trivalent or tetravalent cations.
