<P>PROBLEM TO BE SOLVED: To prevent avoidance of parental control. <P>SOLUTION: When receiving a request for remote control of processing about a function using a network from a portable terminal, a monitoring apparatus starts recording operations on a virtual portable terminal corresponding to the portable terminal. Specifically, the monitoring apparatus stores operation record data in a predetermined storage device such as an operation record storage database. The monitoring apparatus further instructs the virtual portable terminal to initiate a session of remote control as well as starting recording operations on the virtual portable terminal. The monitoring apparatus finishes recording operations on the virtual portable terminal when receiving a request to stop the remote control from the portable terminal.
