<P>PROBLEM TO BE SOLVED: To make it possible to obtain appropriate path results in designing an optical network. <P>SOLUTION: A path calculation part 1 temporarily designs a traffic path in an optical network independently of a connection limitation number of an asymmetric optical hub. An allowance calculation part 2 calculates a penalty allowance to a penalty limitation of the temporarily designed traffic path. An addition calculation part 3 calculates an additional penalty generated in an alternative route when a port is substituted by a substitution port for each asymmetric optical hub. An information generation part 4 generates asymmetric optical hub information related to the asymmetric optical hub in the case that the alternative route includes the asymmetric optical hub. A constraint condition generation part 5 generates a constraint condition for adoption of traffic path satisfying the connection limitation number and the penalty limitation, based on the connection limitation number, the penalty allowance, the additional penalty, and the asymmetric optical hub information.
