PURPOSE: A hydroelectric power generation facility of a non-power water pumping system is provided to produce power and pump water stored in a underground tank onto the water surface without power. CONSTITUTION: A hydroelectric power generation facility of a non-power water pumping system comprises a caisson and a casing. A water-surface lifting chamber, an air cylinder, a water-surface lifting cylinder, an air flow cylinder, and a lever are formed in the caisson. The casing comprises a water storage, a generating chamber, a hydrogen/methanol/DME manufacturing chamber, a CO_2 storage, a working chamber, and a control chamber. The casing converts the falling kinetic energy of water into rotating energy to produce power and pumps water stored in the casing onto the water surface with a non-power pumping system.
