<P>PROBLEM TO BE SOLVED: To solve a problem of a conventional system in which an electronic certificate for an electronic administration service is issued using a terminal device with guaranteed safety, which is placed in a public government office counter, and an electronic certificate cannot be issued via privately-owned mobile phones or PCs. <P>SOLUTION: To provide an electronic certificate issuing system and a method for issuing an electronic certificate by which the electronic certificate is issued safely via a terminal device whose safety is not ensured, such as privately-owned mobile phones or PCs. With an IC card connected to a terminal device, encrypted electric data is transmitted/received between the IC card and a registration authority's device, and between the IC card and an issuing authority's device via the terminal device to eliminate an illicit act on a communication line including the terminal device. When a certificate issuing request is delivered from the registration authority's device to the issuing authority's device via the terminal device, the issuing authority's device verifies a signature produced by the registration authority's device to eliminate an illicit request from the terminal device. <P>COPYRIGHT: (C)2012,JPO&INPIT |
