Provided is an fixing belt that has a superior effect of preventing offset and the like, is capable of forming a clear image, has superior adhesion between a surface layer and another layer, and has no problems of external appearance. The fixing belt is characterized in that: the fixing belt has a tubular substrate, a surface layer comprising a fluororesin (A) provided at the outermost layer, and primer layer provided in contact with the surface; and the primer layer is formed by combining a fluoride-containing ion-conduction agent, such as a fluoride alkali metal salt, with a fluororesin (B).
