A specifying unit (104) specifies the running pattern that maximizes the amount of energy conserved when the moving body decelerates (the energy conservation amount). A diagnosing unit (105) diagnoses the running status of the deceleration pattern obtained by the obtaining unit (101), based on the optimum pattern specified by the specifying unit (104). A reporting unit (108) reports to the user the results of the diagnosis as diagnosed by the diagnosing unit (105).
