<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus that stably detects a high-speed moving object. <P>SOLUTION: An image processing apparatus of the present invention includes: determination means that determines whether an image is a foreground or background based on a difference between a previous feature amount and current feature amount of an input image data and appearance time information of a predetermined partial area; and update means that determines a feature amount that is not appeared by a time period longer than a predetermined threshold based on the appearance time information and deletes a feature amount as a background.
