<P>PROBLEM TO BE SOLVED: To provide a communication device, a communication system, and a program that are capable of preventing a communication device as an output source of a communication start request from being notified of a response indicating a connection refusal even when the communication start request from a communication device is accepted during communication with the other device. <P>SOLUTION: A first communication device 14-1 outputs a communication start request to a second communication device 14-2. The second communication device 14-2 accepts the communication start request from the first communication device 14-1.
