<P>PROBLEM TO BE SOLVED: To provide an image processor which prevents a character image from being inseparable in cases where an image that has unclear boundaries between character strings and contains a plurality of paragraphs is to be processed, with the technologies with the use of projection distribution or connected components. <P>SOLUTION: The image processor comprises: route calculation means which calculates a separation route which is a line segment for separating a character image in an image; feature amount calculation means which calculates the feature amount of separation routes in a plurality of directions; selection means which selects a separation route by determining the separation direction of the image and the condition of the character image on the basis of the feature amount; separation means which separates the image into a plurality of partial images with the selected separation route; and recursive processing determination means which determines whether or not processing should be recursively performed on the basis of the condition of the character image of the separated image.
