<P>PROBLEM TO BE SOLVED: To solve the problems that workability is not good since vibration generation is prevented by reducing a settlement of each time when sinking a caisson skeleton to hard ground, also work is sometimes interrupted by vibrations, and the caisson skeleton is inclined or rapid settlement or excessive settlement occurs in weak ground. <P>SOLUTION: In the caisson skeleton which includes a sidewall having a cutting edge on the lower part and a work chamber slab provided on the lower part of the sidewall, and for which the lower part of the work chamber slab is a work chamber, the caisson skeleton is gradually settled by using a pneumatic caisson including a plurality of freely extensible jack devices for caisson skeleton settlement adjustment provided with a bearing plate which can be abutted with natural ground inside the work chamber when extended on a distal end part.
