PROBLEM TO BE SOLVED: To provide a substrate complex for forming a carbon nanotube and a method of producing the substrate complex, wherein the carbon nanotube can be formed on a surface at high synthesis velocity and the synthesized carbon nanotube is less likely to be removed.

SOLUTION: The substrate complex for forming the carbon nanotube on the surface includes: a substrate; a buffer layer arranged at least on one surface of the substrate and containing an aluminum atom and a fluorine atom; and a catalyst layer arranged on a surface of the buffer layer and comprising catalyst metal-containing particles that consist of a metal core and a surfactant.
