<P>PROBLEM TO BE SOLVED: To reduce an operation amount while dealing with various sizes of identification objects included in an input image. <P>SOLUTION: A resolution conversion unit 22 generates resolution images respectively by converting the input image to a plurality of different resolutions. A cell feature amount operation unit 24 computes histograms of edge angles as cell feature amounts while shifting unit cells of the input image and the respective resolution images, pixel by pixel. A window image extraction unit 26 extracts a plurality of window images, respectively different in size by making cell sizes different, from the input image and the respective resolution images. A window feature amount operation unit 28 computes a window feature amount produced by enumerating and connecting histograms of edge angles corresponding to the respective cells and computed by the cell feature amount operation unit 24.
