The present invention discloses a method for reducing dropping rate of a packet service, and the method comprises that a base station allocates an authorization of a dedicated channel data flow which can carry the smallest media access control entity to unauthorized users in a cell when the base station determines that the cell is in an overload state. The present invention also discloses a device for reducing dropping rate of a packet service and the device is in the base station. The present invention can ensure that appropriate authorizations can be allocated to the users, so that a normal signaling interaction can be accomplished between the users and a radio network controller (RNC), thereby the probability of abnormal release of the signaling can be reduced, the dropping rate can be reduced, and the service quality of the packet service and system performance can be improved.
