PROBLEM TO BE SOLVED: To provide a first base station device capable of reducing interference of the first base station device to a control signal transmitted from a second base station device to a second terminal device when the second terminal device whose connection is not permitted by the first base station device approaches the first base station device.

SOLUTION: A first base station device includes a proximity determination unit that determines whether a second terminal device is located in a communication area of the own device or not; an allocation control unit that allocates a first frequency band that is determined according to radio quality between the own device and a first terminal device, to the first terminal device when the second terminal device is not located in the communication area, and that allocates a frequency band narrower than the first frequency band to the first terminal device when the second terminal device is located in the communication area; and a radio communication unit that transmits a control signal showing the allocation of a traffic channel to the first terminal device using the frequency band allocated to the first terminal device.
