PURPOSE: A leading-end expanding device for breaking rock is provided to more efficiently transfer pressure by causing horizontal cracks on rock and become more hygienic by reducing the number of rock fragments. CONSTITUTION: A leading-end expanding device for breaking rock comprises a housing(110), a support plate(120), a cutting unit(130), and an eccentric moving unit(140). The housing is formed to be able to be inserted into a bore hole(10) and comprises a through hole(111). The support plate is formed to cover the upper opening of the housing and comprises a first through(121) and a second through hole(122). The cutting unit comprises a first shaft(131), a blade(134), a first protrusion(132), a rotating bar(133), and an electrical motor(135). The first shaft is arranged to pass through the first through hole of the support plate.
