Polyvinyl alcohol is resolved in clean water at 20-30≦̸C to prepare a homogeneous solution. Polyethylene glycol, sodium lauryl sulfate, lauryl alcohol diethanol amine, sterilizer, perfume, and pigment are added to the solution. A thinlayer detergent, which bubbles, is manufd. by the solution. A thin water-soluble paper film, made from natural α-cellulose, is attached to both sides of the thin-layer detergent.
